Security Council is the most powerful organ of United Nations, which is responsible for maintenance of international peace and security. Structure of the Security Council is quite unique and some practices of the Council have become subject for criticisms with regards to functioning of the UN for many years.

Year 2038. Although it is only the 38th year of the millennium, world has changed dramatically. International balance of political power, economy and military has shifted through conflicts between “the old guards” who dominated and re-designed global systems including UN after World War II and “the new players” who desire an elevated role in decision-making organs of international systems since they are gaining power day by day. Despite the change is beyond belief, several phenomena related to the Security Council remains the same. In the first place, Security Council has preserved its structure and legislative powers through all these years. Another unchanged fact is that the international community still has serious functional problems on cooperation in responding crises effectively that threaten regional and/or global peace and security, thus remaining inadequate in manners of respect to the exact responsibility of the UN Security Council. The third and the last phenomenon to mention is the main idea which rises the agenda item of this committee: the discussion upon structure and functioning of the Security Council in terms of effectivity and fairness.

As a consequence of major power shifts among the Member States of the United Nations, General Assembly recently introduced an amendment to the Charter of the UN. The amendment suggests that the Security Council is the relevant authority to introduce possible amendments to the articles concerning Security Council in the Charter. On the grounds of the recent amendment, agenda item of this committee was adopted as “Introducing possible reforms to the Security Council.”.

The delegates are expected to conform to their perspective in the world of 2038 in order to interpret futuristic circumstances and make their policies according to them as well as the very interest of their country. Therefore, they are expected to debate upon reasons and consequences of possible reforms to the Security Council before adopting them to the Charter. The delegates also have to be able to deal with upcoming crises while they are occupied with heated debates where the interests of the members contradict with each other. It is time to redesign the world order in projection of 2038.
